Helping Horses in the state of Tennessee

The SPCA of Tennessee get phone calls everyday regarding horses being mistreated by the owners; No hay, no water, and the fields are full of mud nothing for them to eat. According to the laws in Tennessee the Sherrif Department is in charge of the cattle and the horses but nothing is being done. I want to get as many signatures as possible to stop people hurting these gorgeous animals. Horses are special creatures who can give u so much love and they help so many people to heal when the heart has been broken. Horses are an expense and people don't realize what it takes to take care of them. Not to long ago there a a Mare died from starvation the Sherrif Department took over a week to come and visit the owner, he was not charged for starving the Mare who had a colt feeding from her. For over 10 years The TNSPCA has been getting phone calls regarding horses. These is getting so overwhelming that the cruelty needs to STOP. Tennessee is suppose to be the Tennessee Walking horse state. It makes me so angry to know that these animals are suffering everyday and nothing is being done.
