Horses being neglected

This women has been getting horses calling herself a trainer and has been evicted from multiple places from not paying board and starving her horses! Horses are in stalls feet away from feces and urine that she has dumped there. Horses had blankets on in the middle of summer what is she hiding. Spca has already been notified but we need action! not just a visit this woman shouldnt be able to keep training and keeping clients money while she never pays her board and horses starve
