Help stop animal testing in Portugal!!

In Azambuja, in Portugal, is about to be built one of the largest breeding centres of Europe for the creation of animals used in scientific experimentation.
Given the widely documented failure of animal testing, public funding of the "vivarium" is scandalous and represents a stagnation of scientific progress and squandering of money in infrastructure doomed to failure.
With this petition we want:
- to ban investment of public funds in the construction of commercial animal facilities;
- strategic direction to replace animals in research and testing through compulsory use of existing alternatives;
- to ban on the creation of experiments in animals;
- the prohibition to cause acute and prolonged suffering to animals used for experimental purposes;
- transparent systems of ethical evaluation and ethical review, application and authorisation, retrospective review and laboratory inspection reports;
- the obligation of all laboratories having an ethics committee, which includes at least one element of an association of animal rights;
- the construction of a 3R Center for Research of Alternative Methods in Portugal

Na Azambuja, em Portugal, esta prestes a ser construido um dos maiores centros de reproducao da Europa para a criacao de animais utilizados na experimentacao cientifica.
Face ao amplamente documentado falhanco da experimentacao animal, o financiamento publico de um bioterio e escandaloso e representa uma estagnacao do progresso cientifico e desperdicio de dinheiro em infra-estruturas condenadas ao fracasso.
Com esta peticao queremos,
- A proibicao do investimento de fundos publicos na construcao de bioterios comerciais;
-orientacao estrategica para substituir os animais em pesquisas e testes com o uso obrigatorio de alternativas existentes,
- banir experiencias em animais;
- a proibicao de provocar sofrimento agudo e prolongado aos animais utilizados para fins experimentais;
- sistemas transparentes de avaliacao etica, aplicacao e autorizacao, revisao retrospectiva e relatorios de inspeccao de laboratorio;
- a obrigacao de todos os laboratorios possuirem um Comite de etica, que inclua pelo menos um elemento de uma associacao de direitos de animais, que verifique que a legislacao esta a ser cumprida;
- A construcao de um Centro 3R para Investigacao de Metodos Alternativos em Portugal.

En Azambuja, Portugal, esta a punto de ser construido uno de los mayores centros de cria en Europa para la creacion de los animales utilizados para experimentacion cientifica.
Dado el fracaso ampliamente documentado de los experimentos con animales, la financiacion publica de un vivero es escandalosa y representa un estancamiento del progreso científico y el derroche de dinero en infraestructura destinada al fracaso.
Con esta peticion queremos:
- La prohibicion de la inversion de fondos publicos en la construccion de instalaciones comerciales de los animales;
-estrategicas para reemplazar a los animales en la investigacion y pruebas con el uso obligatorio de alternativas;
- Prohibicion de los experimentos con animales;
- La prohibicion de causar sufrimientos agudos y prolongados a los animales utilizados con fines experimentales;
- Existencia de sistemas transparentes de revision etica, la aplicacion y la autorizacion, revision retrospectiva y los informes de inspeccion al laboratorio;
- La obligacion de todos los laboratorios que posee el Comite de Etica, incluyendo al menos un elemento de una asociacion de derechos de los animales, se considera que la legislacion se esta cumpliendo;
- La construccion de un Centro de las 3R investigacion sobre metodos alternativos en Portugal.

In Azambuja, in Portugal, is about to be built one of the largest breeding centers of Europe for the creation of animals used in scientific experimentation. The project, funded by the Portuguese and Community funds in the amount of 27 million euros, is sponsored by Champalimaud Foundation, in partnership with the University of Lisbon, Calouste Gulbenkian Foundation and supported by the Portuguese Government.
Given the widely documented failure of animal testing, public funding of the "vivarium" is scandalous and represents a stagnation of scientific progress and squandering of money in infrastructure doomed to failure.
To make Portugal an international example of scientific innovation and accreditation, the safe bet will be to develop new experimental alternatives rather than a business that promises to be ruinous both ethical and economically.
We call for a serious investment in science in Portugal:
- ban investment of public funds in the construction of commercial animal facilities;
- strategic direction to replace animals in research and testing through compulsory use of existing alternatives,
- ban on the creation of experiments in animals;
- the prohibition to cause acute and prolonged suffering to animals used for experimental purposes;
- ban using animals in experiments for military purposes, and teaching related to xenotransplantation, tobacco, alcohol or cleaning products;
- transparent systems of ethical evaluation and ethical review, application and authorisation, retrospective review and laboratory inspection reports;
- the obligation of all laboratories having an ethics committee, which includes at least one element of an association of animal rights;
- The construction of a 3R Center for Research of Alternative Methods in Portugal
